Niamey, les putschistes se croient-ils tout permis ?

De plus en plus arrogants, néophytes ou fébriles, les putschistes du Sahel multiplient les affronts mais aussi les erreurs et les déconvenues.

La clique de putschistes du Niger multiplie ses démonstrations d’insolence, d’impertinence mais aussi de sottise et de témérité. Ils n’ont pas respecté les délégations et les personnalités qui les composaient, que ce soit le président de l’État voisin du Bénin, Patrice Talon dont l’avion arrivé au dessus de Niamey dû faire demi tour, un véritable affront.

Ils n’ont pas respecté les délégations nigerianes successives reçues à l’aéroport et par de seconds couteaux. Ils ont ainsi méprisé un ancien président du Nigeria, les représentants des sultanats voisins du Nigeria, les Oulamas et les vénérables sages qui composaient plusieurs délégations.

Ils ont provoqué et payé des manifestations anti-françaises. Ils ont laissé faire le saccage de l’ambassade de France à Niamey. Un début de lynchage d’un jeune français a eu lieu en plein centre-ville de Niamey.

Aujourd’hui, ils expulsent l’ambassadeur de France lui-même dûment accrédité par des autorités légitimes.

Ils continuent à séquestrer leur otage Mohamed Bazoum et sa famille dans des conditions indignes, et déshonorantes pour les géoliers, mais des putschistes militaires ne sauraient avoir d’honneur, ils n’ont rien de guerriers touaregs attachés à des principes et à un code de l’honneur ancestral.

Comme au temps des dictatures d’Amérique latine, ils ont rempli un stade d’une foule achetée et prévoient de nouvelles manifestations provoquées financées avec l’argent que chacun des putschistes et commanditaire ont ammassé en détournant des fonds publics, des richesses du pays ou en organisant des traffics, de la contrebande et en perpétuant le fléau de la corruption. Des pseudos manifestations suscitées, dûment préparées en bon ordre et à grand renfort de tee-shirts et d’affiches rapidement imprimés à l’effigie du général Tiani, de drapeaux russes, de réquisitions et autres colifichets qui n’ont certainement pas été financés par leur salaire, traitement ou solde de militaire, voire sur des deniers honnêtes provenant d’un héritage paternel ou maternel.

Comme ils ont vraiment très peur, les généraux d’Alger ont procédé à un ballet diplomatique du MAE d’Alger et de son adjoint au Sahel et dans les pays CEDEAO. Peu de temps auparavant, ancien président nigérien et homme de l’ombre, Mahamadou Issoufou a fait du lobbying auprés des richissimes hommes d’affaires des sultanats du Nord du Nigeria.

Les putschistes continuent impunément à racketer la population, y compris les porteurs de charettes poussées par un âne aux frontières avec le sultanat de Sokoto pour tenter de briser le blocus et acheminer des denrées de première nécessité par un moyen artisanal, à l’ancienne, à la débrouille et courageusement, de la part de jeunes adolescents ou post-adolescents, tous systématiquement racketés par les militaires, depuis la fermeture des frontières avec le Nigeria et le Bénin.

Ce dernier pays voisin, le Bénin, dont ils ont humilié le président de la république, étant pourtant le débouché maritime de toute importation et exportation du Niger.

Pas de droit international, pas de relations diplomatiques, pas de respect des droits humains, d’où vient cette arrogance des putschistes ?

1 - Démagogie, populisme, pour se justifier, se donner un semblant de légitimité dans une situation totalement hors-la-loi de coup de force.

2 - Par lâcheté, car ils pensent que Wagner sera là pour les sauver ainsi qu’Alger, dictature militaire bien rôdée du même acabit, morgue, suffisance et fatuité dissimulant leur médiocrité.

3 - mais l’arrogance vient aussi du fait que ses adeptes ont en général (c’est le cas de le dire) amassé de grosses fortunes. Or en Afrique et en Navarre, l’argent pousse à l’irrespect, à l’absolutisme, à la forfanterie et à l’arrogance. À moins que ce ne soit le pétrole récemment mis en exploitation qui aura fait tourné la tête de certains désormais en proie à l’ostentation et à la mégalomanie de l’arriviste et du parvenu.

Enfin, les putschistes voyous auront probablement reçu des assurances de la part de mercenaires-repris-de-justice de Wagner et/ou de gangsters en uniforme, sans doute leurs maîtres et l’exemple à suivre choisi, du régime criminel dictatorial politico-militaire des généraux d’Alger ou encore de celui de Benghazi, sans compter les autres putschistes qui prolifèrent du Mali et du Burkina Faso, mais qui ne comptent pas car ils ne sont rien sans la milice Wagner ou quelques autres milices russes ou internationales sanguinaires sans foi ni loi de remplacement vu la mort de leur chef Prigojine (selon des sources maliennes, mort avec 60 milliards de francs CFA dans son avion) et de son staff.

Il reste désormais quelques heures à son excellence l’ambassadeur de France selon l’ultimatum de 24 heures ordonné par les putschistes. La France, qui autrefois avait encouragé tant de putschs et de manigances en Afrique du Nord, Centrale et de l’Ouest, au bon vieux temps de la françafrique, saura-t-elle saisir cette opportunité de définitivement clore l’ère des coups d’États militaires et bouter hors d’état de nuire de vulgaires putschistes. Saura-t-elle défendre jusqu’au bout, et non pas seulement en parole, une légalité constitutionnelle pourtant si fragile en soi ?

D’autant que le défi et la provocation concernent également les États-Unis, l’Allemagne, plusieurs pays européens, la CEDEAO et l’ensemble des pays africains qui essaient tant bien que mal de s’engager dans une voie qui remiserait au placard des antiquités les putschs militaires et constitutionnels, comme cela vient de se passer au Sénégal où les Sénégalais ont refusé un troisième mandat par bidouillage.

La situation au Sahel doit également solliciter, de notre part, un regard conscient à travers le prisme du contexte géopolitique mondial actuel.

Si la situation au Sahel n’est pas résolue en faveur de la légitimité, et le président-otage et sa famille n’est pas libéré sans rançon, alors le continent africain qui a déjà connu une centaine de putschs militaires et constitutionnels, réussis, avortés ou échoués, verra doubler ou tripler le nombre de putschs dans les années à venir car la passivité des uns et le soutien mercenaire des wagnériens seront une prime au coup de force telle qu’elle engendrera une véritable gangstérisation du continent à l’exemple des pays d’Amérique centrale, d’Asie centrale au-delà du Caucase ou d’Haïti, aux mains de gangs incontrolables sans préjudice de la prolifération de vrais et faux terrorismes déjà endémiques.

Les medias remarquent que les putschistes de Niamey vont trés vite en besogne, beaucoup plus vite que leurs collègues putschistes voisins, mais il faut noter qu’ils vont aussi à la vitesse grand V vers le pourissement, le désaveu général de la communauté internationale et l’impasse.

De deux choses l’une, soit l’avenir permettra de faire baisser le caquet et la superbe des capitaines, colonels et autre général, - ce qui est sans doute exagéré car en réalité si l’on observe les derniers mouvements du général Tiani, il ne semble pas en mener large -, soit le putschiste, qui est toujours un lache, hors la loi, va prospérer en sursis jusqu’au prochain coup d’État dans le coup d’État.

Niamey, arrogant facade

Niamey, do the putschists believe they are allowed everything? More and more arrogant, neophytes or feverish, the putschists of the Sahel multiply the affronts but also the errors and the disappointments.

The clique of putschists in Niger multiplies its demonstrations of insolence, impertinence but also of stupidity and recklessness. They did not respect the delegations and the personalities who composed them, whether it was the president of the neighboring state of Benin, Patrice Talon whose plane arrived above Niamey had to turn around, a real affront.

They did not respect the successive Nigerian delegations received at the airport and by second knives. They thus despised a former president of Nigeria, the representatives of the neighboring sultanates of Nigeria, the Ulamas and the venerable sages who made up several delegations.

They provoked and paid for anti-French demonstrations. They let the French Embassy in Niamey be ransacked. The beginning of the lynching of a young Frenchman took place in the center of Niamey.

Today, they are expelling the French ambassador himself duly accredited by legitimate authorities.

They continue to sequester their hostage Mohamed Bazoum and his family in unworthy conditions, and dishonorable for the jailers, but military putschists cannot have honor, they have nothing to do with Tuareg warriors attached to principles and a code of ancestral honor.

As in the days of the Latin American dictatorships, they have filled a stadium with a bought crowd and are planning new provoked demonstrations financed with the money that each of the putschists and sponsors have amassed by embezzling public funds, the country’s wealth or by organizing trafficking, smuggling and perpetuating the scourge of corruption. Pseudo demonstrations aroused, duly prepared in good order and with a lot of T-shirts and posters quickly printed with the effigy of General Tiani, Russian flags, requisitions and other trinkets which were certainly not financed by their salary, salary or military pay, or even on honest funds coming from a paternal or maternal inheritance.

As they are really very afraid, the generals of Algiers proceeded to a diplomatic ballet of the MFA of Algiers and his deputy in the Sahel and in the ECOWAS countries. Shortly before, former Nigerian president and man in the shadows, Mahamadou Issoufou lobbied the wealthy businessmen of the sultanates of northern Nigeria.

The putschists continue with impunity to extort the population, including the carriers of carts pushed by a donkey at the borders with the sultanate of Sokoto in an attempt to break the blockade and transport basic necessities by an artisanal means, in the old way, to the resourcefulness and courage, on the part of young adolescents or post-adolescents, all systematically extorted by the military, since the closing of the borders with Nigeria and Benin.

This last neighboring country, Benin, whose president of the republic they humiliated, is nevertheless the maritime outlet for all imports and exports from Niger.

No international law, no diplomatic relations, no respect for human rights, where does this arrogance of the putschists come from?

1 - Demagogy, populism, to justify themselves, to give themselves a semblance of legitimacy in a totally outlaw situation of a coup de force.

2 - By cowardice, because they think that Wagner will be there to save them as well as Algiers, a well-established military dictatorship of the same ilk, arrogance, sufficiency and fatuity hiding their mediocrity.

3 - but the arrogance also comes from the fact that his followers have generally (it is the case to say it) amassed large fortunes. Outside Africa and Navarre, money leads to disrespect, absolutism, boastfulness and arrogance. Unless it is the oil recently put into production that will have turned the heads of some now prey to the ostentation and megalomania of the upstart and the upstart.

Finally, the rogue putschists will probably have received assurances from Wagner mercenaries-recoveries and/or uniformed gangsters, presumably their masters and the chosen example to follow, of the dictatorial politico-military criminal regime generals from Algiers or that of Benghazi, without counting the other putschists who proliferate from Mali and Burkina Faso, but who do not count because they are nothing without the Wagner militia or some other bloodthirsty Russian or international militias without faith nor replacement law given the death of their leader Prigojine (according to Malian sources, died with 60 billion CFA francs in his plane) and his staff.

His Excellency the French Ambassador now has a few hours left according to the 24-hour ultimatum ordered by the putschists. France, which once encouraged so many putsches and shenanigans in North, Central and West Africa, in the good old days of Françafrique, will it be able to seize this opportunity to definitively close the era of military coups? ‘military states and knocking out vulgar putschists out of harm’s way. Will she be able to defend to the end, and not just in words, a constitutional legality that is so fragile in itself?

Especially since the challenge and the provocation also concern the United States, Germany, several European countries, ECOWAS and all the African countries which are trying somehow to embark on a path that would shelve antiquities the military and constitutional putsches, as it has just happened in Senegal where the Senegalese refused a third mandate by fiddling.

The situation in the Sahel must also require us to take a conscious look through the prism of the current global geopolitical context.

If the situation in the Sahel is not resolved in favor of legitimacy, and the hostage president and his family are not released without ransom, then the African continent which has already experienced a hundred successful military and constitutional putsches, aborted or failed, will see the number of putschs double or triple in the years to come because the passivity of some and the mercenary support of the Wagnerians will be a bonus to the coup de force such that it will generate a real gangsterization of the continent following the example of the countries of Central America, Central Asia beyond the Caucasus or Haiti, in the hands of uncontrollable gangs without prejudice to the proliferation of real and false terrorism already endemic.

The media note that the Niamey putschists are going very quickly, much faster than their neighboring putschist colleagues, but it should be noted that they are also going at high speed towards decay, the general disavowal of the international community and the ‘dead end.

One of two things, either the future will make it possible to lower the caquet and the arrogance of the captains, colonels and other generals - which is undoubtedly exaggerated because in reality if we observe the last movements of General Tiani, he doesn’t seem to be leading the way - either the putschist, who is still a coward, an outlaw, will thrive on borrowed time until the next coup within the coup.
